The U.N.’s climate conference is going on in Doha, Qatar, where the government has done virtually nothing to curb its own carbon output. Former Qatari oil minister Abdullah Bin Hamad al-Attiyah opened the conference Monday, saying: "We should not concentrate on the per capita (emissions).
